Dr. Joseph has served as interim superintendent since June 2025, and prior to his appointment, as an assistant professor of educational leadership, administration, and policy at Howard University. He also served as co-director of the AASA/Howard Urban Superintendents Academy, through which he mentored top administrators in local school districts across the country on priorities including academic improvement, program evaluation, and student-focused budgeting. Additionally, Dr. Joseph is a leader in the NSBA/Howard School Board Governance Academy, through which he supports local school board members in areas such as budgeting, policy development, and superintendent evaluation.
“Dr. Joseph has forged a strong partnership with PGCEA built on consistent communication and shared problem-solving during his time as interim superintendent, and we’re excited to see him take over the role in a more permanent capacity. Our schools work better when educators have a say in decision making, and he has worked hard to actively connect with educators through PGCEA,” said PGCEA President Dr. Donna Christy.
During his tenure as interim superintendent, Dr. Joseph has been instrumental in improving educator recruitment and retention, building a collaborative relationship between PGCPS and PGCEA, and strategically addressing concerns facing educators and parents.
